Sir,
I have the honour to acknowledge receipt of your 3despatch No.45 of the 12th of February, 1938, on the
subject of expenditure in connection with British refugees
from China and to enclose a final detailed statement of
expenditure and receipts which should be substituted for
the provisional detailed statement forwarded with my
despatch No.152 of the 18th of February, 1938.
2. The total expenditure of $176,251.23 includes
the dollar equivalent of a sum of £147.3.5. due to the
Military Authorities in respect of various stores and
services. It has been agreed that payment of this sum
will not be made by the Colonial Government until the
Government has received payment from the Foreign Office since the authorities in London may think it preferable
to make the settlement direct between the Foreign Office
and the War Office. Assuming that payment is to be made locally the net sun due to this Government is $152,832.80 or taking the claim by the Military Authorities separately
$150,478.07 plus £147.3.5. It is suggested that the payment should be made in sterling to the Crown Agents for the Colonies, at the rate of 1/3 to the dollar which is a
